Supporting our customers through handling and labelling changes for TiO2 powders
The legislation was published on 18 February 2020 and the implementation date is 1 October 2021, providing an 18-month implementation period for the whole supply chain. Specifically, titanium dioxide powders with >1% particles with an aerodynamic diameter <10µm will be classified as a category 2 carcinogen by inhalation for supply and label.

As the leader in TiO2 technology for Personal Care we are working with our customers of powders and dispersions to support them in understanding how this change will affect them. Some of them may be concerned about this labelling change, but it is important to remember that this classification is focussed on worker exposure to fine dusts and applies to inhalation only. Most companies already have controls in place to handle powders, and if required worker exposure can be significantly reduced by using one of our TiO2 dispersions.”
“Experimental data shows no evidence of carcinogenicity from oral or dermal exposure, and sunscreens are cosmetic products, so will not be subject to any labelling. Also, this classification is not based on any new research or new data, and the classification has applied in the US for several years, where we have seen no impact on the TiO2 market. If anything, TiO2 popularity amongst consumers has been on the increase due to public concerns around penetration of organics and environmental impact.”
